The first question is easy. No, the person paragliding isn't photoshopped. It's real. The second question, why would someone do something like this is not as easy to answer. During our hike in Grindelwald we saw a half-dozen paragliders who must have must have answered that for themselves.
We met two of these paragliders loaded with their gear on the ride up the mountain. They didn't talk much, but when they did it was discussing wind currents, wind direction, and something about scud clouds. After they disembarked we didn't see them again until they were sailing over the landscape.
